There is no store.
Refract will never be pay to win. The server sells nothing for real money.
The only shops are in game, run by players who sell items to other players. Everything else comes from playing and from voting.

Time in the world counts.
Time spent playing earns rewards in game. The playtime tiers are posted in Discord before launch.
The Head Admin has real power and a short leash.
The Head Admin answers to the Owner. Sensible ideas go ahead. Anything that affects players is posted to the public admin log with a reason.
Without asking
- Add or remove Admins and Staff, with a reason posted publicly
- Change visible, reversible gameplay settings: spawn, events, build rules
- Ban or mute players for breaking posted rules
- Run events, wipe small areas, update the server rules
Needs the Owner first
- A world reset, map wipe or Minecraft version change
- Anything that costs money
- Free items, ranks or permissions outside an announced event
- A permanent ban of a non-obvious rule-breaker, or any ban of staff
- Changing these rules or the election rules
Never
- Take or spawn items, ranks or permissions for themselves or friends
- Use admin powers to win a dispute they are part of
- Delete or edit the admin log
- Ignore a vote result or hold power past the term
An idea is sensible if it applies to everyone, can be undone, costs no money and no one's progress, and its reason fits in two sentences and is posted publicly. Fail any check and it is crazy. Wiping one player's base, giving a friend free diamonds and deleting the log are crazy.
Disputes go to the Owner, who decides within 48 hours and posts the answer. Repeated or deliberate breaches get the Head Admin removed mid-term, with a public reason.
Pick three. Points decide.
Ballots are anonymous and cannot be changed. You cannot vote for yourself. At least two candidates must run, or the election is cancelled and the Owner decides.
- Most points wins
- Then most 1st-place votes
- Then most 2nd-place votes
- Then a 48 hour runoff between the tied candidates
1st choice earns 3 points, 2nd earns 2, 3rd earns 1. The winner takes Head Admin the moment voting closes. The outgoing Head Admin becomes Admin, or a player if they step down.
